Not sure if it requires that much thought, really. If you can identify your tech stack it’s pretty easy to select one. For PHP + MySQL, it’s Drupal. For java + Oracle it’s Alfresco. For .NET + MSSQL it’s Sense/Net. They’re all open source, track record proven and open source.
